Chairman Dante Jimenez and President Eligio Mallari of Volunteers Against Crime and Corruption (VACC) and Vanguard of the Philippine Constitution Inc. respectively filed the first complaint against Sereno before theHouse secretary general.

However, the complaint was not considered to have been officially filed because of the absence of endorsement.

Another complaint will be filed by Atty. Lorenzo Gadon against the chief justice but he had not accomplished it as of Wednesday afternoon.

Gadon told reporters that  a number of House members had expressed willingness to endorse it but said he wanted to read the complaint first.

“They wanted more [of their colleagues] to sign the complaint, not just one or two,” he said.

The 1987 Constitution stipulated that an impeachment complaint may be filed by a non-House member only if it is endorse by a House member.

As of this writing, Sereno has remained silent against this issue.

In their 16-page complaint, Jimenez and Mallari cited five instances in which Sereno committed culpable violation of the 1987 Constitution or betrayal of the public trust.
