Who gets the credit for the free education law?



The Universal Access to Tertiary Education Act has been signed by President Rodrigo Duterte to become a law, however netizens are confused on who is the initiator of the free education bill. And as of the moment there are two personalities who claim that they are the brain behind the said matter.

Senator Bam Aquino on his website thanked President Rodrigo Duterte for signing the free college tuition into law. Bam was said to be the principal sponsor and co-author of the said law and it was his 19th law in his four years as senator.

"I wish to thank the president for signing the free college tuition into law. Congratulation to my fellow lawmakers and everyone who supported this policy," said Bam in his statement.

On the other hand, ex-President and now Representative Gloria Macapagal-Arroyo on her official Facebook page, also thanked Duterte for signing the law which includes her bill under House Bill No. 3388 which creates a student loan board for college students enrolled in private schools.

"I am extremely delighted that two of my bills have now become laws in matter of only one week. First was the extension of validity of passports to ten years and now the signing by President Rodrigo Duterte of the Universal Access to Quality Tertiary Education Act which includes my bill under House Bill No. 3388 which creates student loan board for college students enrolled in private schools," said GMA in her statement.

GMA mentioned during her term as president, she was able to launch a student loan initiative which gave out interest-free loans to college students who could not graduate due to financial constraints.

"I wanted to institutionalize the Student Assistance Fund for Education (SAFE) program which is the reason why I filed HB 3388. HB 3388 got consolidated into house bill 5633 which is now the Universal Access to Quality Tertiary Education Act," she added.
